Does the bottom one have elastic on the sleeves, seeing as they are short?

Not 'elastic' as such- but a band of ribbing like the waistband but a lot narrower.

I have several of those sweaters. There are dozens of NOS ones on Ebay every week. The problem I have with them is, they are unforgivably tight, so I feel self-concious wearing them. They look swell with some baggy high-waisted slacks though!

Yeh Flattop, those ones on eBay USA are small fitting, these ones are from another source and like a size LARGE or 42! Not so tight.
