How can I look more 1930s, less 1920s?

The 1930's is my absolute favorite period as well.
My ultimate goal is to get my hair to look like Anna Neagle's did in the early 30's:





The only thing I'm hesitant of is the eyebrows... especially Jean Harlow's. They're pretty severe.
