Not quite so easy. If the buyer used "bill me later" I think the payments they make towards it are to Paypal, not to the vendor. It's a credit line from Paypal. One would imagine that Paypal would be chasing this vendor for any non-filled orders payed for using Bill me Later.
To be honest, Bill me Later seems a bit like payday loans - a quick way to get in deep debt.

I have only just seen that implications of it if you are an american and have to give them part of your social security number so they can screw you later,bill me later is owned by ebay yet no doubt they will try arguing that they have no relationship directly i still wouldn't intend paying for something that i knew wasn't going to ever turn up, but then I wouldn't sign up for that "service" paying 20% to some company that gives no consumer protection, why not just save up for something.

I almost hesitate to post this, as I know that many out there may not ever see their money returned to them. But to those still trying every avenue, don't give up if it's worth it to you. I don't make $830.00 an hour, so it has been worth my time.
So, to the point: I woke up this sunny Saturday morning to see that after dealing with this problem every day since last Sunday, my money has been refunded by my bank and Visa.
But(!), this comes with a CAVEAT! Your refund typically precedes the actual negotiations with the offending parties. I beseech you not to run out and excitedly spend the credit. Sit on it like you're hatching an egg.
However, with the amount of documentation I had, I am hopeful that I will not see this nightmare return to me.
Even though I have lost a little (more) faith in people after this, many here that were helpful with advice or just concerned restored a little of it back. Without this site, I never would have known there was a problem, so a hearty "Thank You" is owed to everyone here, irregardless of the outcome!

For my clarification , when you state that your bank & Visa refunded your money !
When you placed your order & deposited the money to the seller , did the bank keep your money (safe guard) until the transaction was completed ?
Or did the bank retrieved the money from the seller ? If possible , what was the process for you to successfully get your refund ? I don't mean to
ask for personal details , just the steps to follow up . Thanks.

I paid in full through PayPal using my linked Visa. When I discovered that Aero USA had gone under, I immediately sent e-mails to the Aero Factory and Aero USA to establish that the order was nonexistent and that there was going to be no reply from Mark.
Next, I printed out a copy of my Visa payment to PayPal by going into the archives. I physically walked into a bank and talked to a service agent. She tried to say that I had no case due to the lapsed time, but I firmly, yet kindly, explained my case and all extenuating circumstances. She agreed to send my dispute to member services. An agent would contact me in 48 hours.
When I did receive a call from member services, she asked for any documentation I might have to strengthen my case, as I had stated in my dispute paperwork that I did.
I sent a link to this thread and every e-mail between me, Mark and Holly at Aero.
Three days later, voila, refund in hand. So to speak. Hope some of that is helpful.
