Please Help Identify This Jacket

This jacket has been in my closet for quite a few years. I thought I'd ask if anyone knew what it was.

It looks like a military dress coat of some sort, Japanese by the looks of the letters embroidered on the inside. It has the same cut and seams on the back as a U.S. Navy Choker white jacket.
