Hard to tell from a portrait. All I can think of
is Madeleine Carroll.
The actress is wearing what appears to be a nurse’s uniform.
That said...I’ll start with a process of elimination:

That's Franklin Pangborn, king of movie nances, Eddie Bracken, king of movie nebbishes, and William Demarest, king of movie curmudgeons, in "Hail The Conquering Hero" by Preston Sturges. The billboard advertises Sturges' greatest film, with Betty Hutton and Eddie Bracken featured.

Any movie Sturges ever made is worth watching over and over again until you can quote the dialog verbatim. "Listen, zipperpuss..."
