    Stick with the tailored or the "adventure" look. The sharp lines of the fedora can look out of place with overtly feminine frocks. There are vintage ladies' type fedoras that go very well with tailored dresses.

    Clear vintage Raincoats

    Yes, they did do clear plastic rain coats and other articles of clothing and accessories. They seldom survive today, and if they do, they are generally an all over yellow hue. I forget the actual name of the material used, but it was an early plastic.

    Can you tell us, what is the seam finishing like on the inside? Overlocked seams or some other finish? I'm leaning towards 1940s, but the ruffle at the hem and the print (like Sunni says) have me a little thrown off.
