Yeps, I'm with you on that. That doctored photo conveys a stare still compelling and scary. So many people who met him wrote impressions of his eyes. What a pity he wasn't cross-eyed or related to Marty Feldman, for so many reasons.

Hey guys,
I was roaming around downtown, I walked through a food court and I saw a middle aged man walking alone, he seemed normal, saddle leather jacket, black pants, a pair of oxfords, nicely dressed from the neck down. His head was topped off with a green fedora, which was in such an odd shape it looked like a robin hood hat, he even had a red feather in it, nice hat, also he had the Chaplin stache, nobody seemed to notice or care, and in a town like mine when people noticed you can't help but notice their gawking faces and little prying eyes! Haha, dramatic I know, well, he carried on and I thought it was okay!

Honestly, I think people can wear it again in theory, but it most certainly would require some force of personality in application.
Let's put it this way, I think a gentleman should avoid the look because it calls undue, and negative attention to his image and style. A gentleman should not intentionally cause needless stress, or set himself up as an object of derision. Moreover, a gentleman ought to be well-read and wise enough to understand that the toothbrush mustache is, however unfortunately, associated with a monster.
That said, if some rube, hard-nose, or eccentric really believed it complimented their style - and they weren't attempting to emulate Hitler - they would likely be able to manage the look because others would hopefully gather that the person's personality excuses their choice in style.
