Yes, that is him. Good book too. That picture was actually taken on a crime scene and was used on the cover of Texas Monthly for an article on the Rangers.

I have a funny story. An old friend of mine who retired out of Austin PD homicide when to Waco way back with a Ranger to pick up a prisoner. They stopped to eat at the old Elite Cafe on the circle in Waco. And old 20's institution that's still there.
They removed their hats at the door and hung em on the hat rack. Then when They went to leave the Rangers hat hat been lifted!!! Talk about a set of you know what's to do that!! Well bud said the ranger, naturally went absolutely ballistic. Gun drawn! All thru the parking lot looking for his hat! Like he was gonna find it!!! LOL!

I don't ever recall seeing one in straw, but I'm not sure if they're allowed or not. But as Brother Renault says, some folks here wear felt year round. I'm not one of them, of course.

Yes, that is a pretty common outfit for the Rangers now. Starched white shirt, tie and starched Wrangler "Wheat" jeans. They do have the option to dress however they want as long as they meet certain standards. I would imagine that the Captain of each Ranger Company will have his own standards too. You definitely know who they are as soon as you see one.
However, Joaquin Jackson was stationed in Crystal City and later in Alpine. Pretty rough country. In fact, in the iconic Texas Monthly photo of him you can see he is also wearing leather leggings to protect him from the brush. When asked once about his tall boots he stated that he wore them to protect him from "rattlesnakes and short criminals".

Oh most definitely. The difference between working an urban area like where I live and an area like Alpine is night and day. I LOVE the desert West Texas and Big Bend area, but it is most assuredly rough country. Areas like that are the reason cowboy hats were invented.
