Yes, people with pale, freckled skin are more susceptible, as are people with blonde or red hair and/or blue, green, or grey eyes. And you can decrease the odds of getting skin cancer by taking the proper precautions during mid-day when the sun is directly overhead and the UV rays are more concentrated, particularly during summer months. BUT...those same UV rays still penetrate the clouds even on overcast days, so if you're in the group of people who are at a higher risk of contracting skin cancer you should take precautions whenever you're outdoors and exposed for long periods of time. And some doctors believe you're at risk if you've ever had a sunburn (which is everyone I know), so that would include almost everyone on the planet.
My father-in-law supplemented his income for a lot of years by painting houses. He was born in 1913, and through most of his life concerns about sun exposure and skin cancer weren't the common knowledge they are today, so he spent a great deal of time in the sun unprotected. He had quite a bit of skin cancer removed when he was in his 70s and early 80s, and eventually lost most of his left ear. My wife and I have experienced our first bouts with having skin cancer removed (Basal Cell Carcinoma), and will likely have to undergo that procedure again in the future; seems to be pretty common these days.

At least a few gents here on The Lounge have had custom hats made to commemorate the births of their children. I don't know if that, or what you suggest, is or was ever a tradition, but I would think such a heartfelt gift would be greatly appreciated, especially if your friend is a hat wearer.
