I've been reading this book, it was written in the 70s but it primarily set between the mid 1940s and late 1960s, and in the late 40s through early 60s the guy describes guys wearing shirts with 'roll collars', what are those exactly?

A roll is AFAIK a button down collar.

This is the best impression I could get as well. Not sure why those details would be written--those shirts still exist today, they're not anachronistic or really a call-back to the 1940's.

Those shirts still exist, but it is improper manners to wear such a shirt to work in certain fields.

Perhaps he was referring to them as a roll collar because the term "button down" is confusing, with many people thinking a button down collar is such that there are buttons at the collar, running down the front of those shirts, and not one of those shirts which were actually pulled on over the head and then a collar attached.
