I think it has to do with the sensitivity settings on the metal detector equipment. I used to go to the courthouse a lot and when they adjusted the detectors they literally went off over every little thing, even candy wrappers.

Yes. Agree. I do think the detectors in this case were ridiculously sensitive. Now that I've had this issue with this hat, I will leave it home when I fly. But I'm wondering what could be in the hat that set if off the detector?
After some more thought, I wonder also if the hat band is affixed with small fasteners similar to staples.

No, the sweat should only have stitching (thread) in it. How about the hat band? Must be mercury! (which used to be used in the felting process years ago). Don't leave a wonderful hat at home, that would be sad. Welcome to the Lounge.

when felt shrinks it tapers and buckles and as a result the brim will often get wonky ... it generally does not often make the hat tighter
when a sweatband shrinks then a hat becomes tighter
buy a quality hat in your size and you shouldn't have to worry as long as you don't substitute your new hat for an umbrella

The hat band is made from the skin of a fish in Australia, according to Akubra. I can't remember the name of the fish. As far as attachment to the hat, I assumed stitching as well.
All I have to go on at the moment is I didn't trigger the detector when I took the hat off. Later when I'm home I'll send an email to Akubra and ask.
I do hate to leave the hat. I love it. But I really don't like putting it on the belt. It's risky. I had a Borsalino Marco get crushed once. Lucky for me it was a crushable hat, and it bounced right back.
Lesson learned. I will research in more detail on future hat purchases.
As an aside, I travel a lot. In warm weather I wear a Tilley. I have a number of them. Big brass grommets. I've been through TSA metal detectors with a Tilley I don't know how many times, including this one at DCA, many times. Never triggered the detector before.
As someone wrote above, when set to very sensitive they may trigger on a gum wrapper.

I think that is probably right. When I got home I took a close look at the hat and the hat band. I really can't see there being a wire in the hat band. Why would there be? Doesn't seem necessary, anyway. That leaves just the metallic looking Akubra emblem--the tiny little emblem. I'm more irritated now than I was this morning, and surprised the zipper and metal button on my jeans didn't set off the detector. Ridiculous.

I'm a 7 1/2 and I have both 7 3/8 and 7 1/2 stetsons that fit. If it is a little too large I just cut fold up pieces of paper towels to stick under band. As far as shrinkage unless it is a wool blend it won't happen with beaver fur.
Mike it looks like an officers issued cavalry hat f om the era with a hell of a lot of wear. I did find this sight which might help.

Beaver fur felt hats are rare critters! Most modern fur felt hats can shrink and tapering is a common result. Sweatband shrinkage is a more common problem.
As to fit, I read @Lefty say that he wears different hat sizes by changing their placement on his head. I kind of sort of do that, but only within a narrow range. The only time I shim a hat for fit is with my Akubras with the knowledge that they will shrink to fit. As long as it looks alright and it’s comfortable on my head, I don’t care what size the tags say a hat is.

I agree. I have newer Beaver blend hats that shrink a little with re-steam. Just have to wear them a little to break them in again.

Stetson, Dobbs, Resistol (Hat-Co et al) refuse to tell us what fur content their hats are and the “Beaver” in the 6X, etc. has been stated elsewhere as a description of the finish and not the fur type. If a 6X Beaver, 4X Beaver, etc. have no beaver fur in their felt....
Now, it could be that there is some beaver content, but we’re left to speculate because Hat-Co, and others, will not say. For dress weight hats from the modern Stetson lineup, I doubt there is any beaver in the Royal or the Royal DeLuxe.
Don’t get me wrong, rabbit and rabbit and hare blend felts can make wonderful hats. Many of the revered vintage hats were made of such felts. However, the vintage felts were felted better and are generally far superior to current felts of the same materials.
