I've reached a conclusion that these are women's jackets. There's just no way a men's jacket can be 22" back length.

Well, given the 19" shoulders...pretty wide for a women's jacket. You'd need some high-waisted pants, for sure, but according to the LW page on this jacket, this design goes back to 1942 and an Army Air Force flyer. High-waisted britches looked pretty manly on those guys.
