That hat is perfect for those who are hard of hearing. It may be a profanity, but you can contrive it when someone says, or seems to say: "Where the fox hat?"
Meanwhile, there was a craze at the college I went to, back in the sixties. Students would fray their jeans by unpicking the treads.
The same treatment looks like it's been done to this straw hat.

I am not quite sure what is going on with this "Vintage Wide Brim Bandolero Fedora." I am just sure why anyone needs a piece of glass, a hunk of wood, a used cartridge with a piece of tin foil in it, and a stick you their hat for, but...

It is (or was) the hat of a Medicine Man, or someone who wanted to be one or be perceived as one. The "piece of glass" is a crystal, and the item with the white string around it is sage which is used for cleansing. I don't know what the spent cartridge or the little piece of wood might be used for, but if they're included someone had a use for them. Or it's all just for show.
