It is listed as a vintage jacket, marked "Fahrrad Rex" Saarbrücken - Germany. "Fahrrad Rex" is german for "Bicycle King/Royal". Unfortunally I have no photos of the label.
I am not quite sure about the age, but my guess is somewhere between...
