Is This a Block For Top Hats?

I spotted this at an antique mall over the weekend. It was marked "Old wooden hat mold."

What is it?

Seems such an odd shape even for a top hat. Not really smooth sided, does it possibly separate under the tape?

We have a lot of top hat molds, and they don't look much like that. I don't really know what yours is. Does it have any numbers carved into it anywhere?

It is a block for something but not a tophat. Looks like a block for a women's hat or something. [huh]

I go with James on that.
What I have seen of blocks for a top hat shape ... the blocks are put together like a puzzle.
That way you can take the block out after the hat is shaped.
