Don't know if this has been discussed, but here goes.
I have had in my possession a number of hats that have this sort of seal of approval either on the sweatband, or printed somewhere on the liner.

Grand Prize 1900 Paris
This was some sort of prestigious award I take it? Anyone know much of the history of this event? I assume it was held annually, and that it was a very important award for a hat maker? Seems like a way to get an approximate date of manufacture for a hat, or at least a range of possible dates.
