Unclear on the concept

Ok, so...every wind cord I've ever seen is basically a string with one end attached to the hat and with a button on the other end that you can attach to a lapel or something. But my brown DePinna has a "wind cord" which is basically a rubber band with a button on it...not sewn on or attached to the hat anywhere, just an elastic loop, like a bracelet for my head.

Does this serve some other function, or is it a "fake" wind cord, as it appears to be?

It's not uncommon on hats from the 1950s. I don't see often, but it's not really rare.
