A friend has turned this up and asked for help identifying it. I'm flummoxed. Anyone know what this is?

I think we need a couple of more photos of it, plus the dimensions. My rough guess is, a very ornate gavel, passably ceremonial more then functional.

What does it look like underneath?
My grandparents had something that looked very similar and was used for brushing crumbs off a tablecloth during fancy dinners.

That was my thoughts too, if there's a view of it from underneath and it looks like this, then Esther's cracked it.

That was it. The photo I displayed was the only one my friend sent, but she confirmed there were brushes. So crumb broom it is. Thanks everyone!
