Marc, may I ask, what were you figuring that hat would go for? Also, did you consider having a Reserve on it? (I've never gone the Reserve route; it seems off-putting to me.)

Hmm... let's see...

Ideally, I would have had the hat to sell when the "Public Enemies" movie came out. Timing is (nearly) everything.

Even so, it wasn't so long ago that people wouldn't remember --and still covet-- Depp's oxblood Dillinger fedora.

I try to never go the reserve route. IMO, it's better to sell a great, desired product and take a very carefully calculated risk.

That said, I expected the auction to fetch between $350 and $400. I've sold rare vintage fedoras on eBay for that much in the past.

I was wondering if anyone has received an e-mail like this one I got from Pay Pal recently. When I called them to inquire about my change in status the customer service representative assured me that ALL their customers were placed on this status and had received the same e-mail. I'm skeptical. Ant thoughts?

Hello A.C. Lyles ,

We're writing to let you know about a change to your PayPal account.
Starting 9/18/2011, money from payments you receive will be placed in a pending balance for up to 21 days. By doing this, we're making sure that there's enough money in your account to cover potential refunds or claims.

Even though you can't access the money right away, please ship orders quickly and communicate with your customers. After 21 days, you
can withdraw money from each payment as long as the customer hasn't filed a dispute, chargeback, claim, return, or reversal.

The money may be available sooner if:
We can confirm that the item was delivered.
Your buyer leaves positive feedback. (Applies only to eBay items)

This change isn't necessarily permanent. We'll review your account every 35 days and re-evaluate if we should continue to hold your payments. If we decide to stop holding payments, we'll email you to let you know.

Why are my payments being held?

We reviewed your account and determined that there's a relatively higher than average risk of future transaction issues (such as claims, or chargebacks, or payment reversals). We understand that it may be inconvenient to have your payments temporarily held but please know that we didn't make this decision lightly.

Before deciding to hold payments, we consider many factors. These factors include account and transaction activity, the rate of customer disputes, the type of business a seller runs, average delivery timeframes, customer satisfaction, performance and history.

Questions? Let us know
We understand you’d like to have immediate access to the money you receive and we’re here to answer your questions about this change to your account.

For more information and tips on what you can do to avoid having your future payments held, please see our Frequently Asked Questions. To speak to a Customer Service representative, log in to your PayPal account and click “Contact Us” at the bottom of any page.

Thanks,
PayPal

A.C. Lyles, I have not received this e-mail or anything like it.

I am amazed that you were able to get hold of an eBay representative by phone. eBay makes it extraordinarily difficult to do so; they steer buyers and sellers toward "real-time" online chat messaging with representatives.

The letter's text looks fishy to me. It's awkwardly phrased, and studded with grammatical errors.

This happens to new sellers. Once you receive something like 50 positive feedbacks as a seller they'll remove that 21 day policy.

I'm stunned, shocked, and amazed. I just won a 7 3/8 Stetson Custom V in pristine condition for just over $100!

Cheers,

That's a super hat Tom. Although not my size, I was watching that auction, just because I'd not seen a Custom V on eBay and I wondered what the price would go to.

Congratulations!!

Actually, it was Paypal that I contacted initally. But this morning I did contact ebay on the phone (866-540-3229) and spent over 45 minutes with a rep discussing and walking me through several issues. The young lady was incredibly helpful while the Paypal rep basically lied to me.

This is the reason that the ebay rep gave. It's set at 100 positive feedbacks. But she was good enough to show me how to shorten the 21 day hold to 7 days.

My question is, WHY are they holding your money? It seems to me that they, like a company I once worked for, are delaying payment in order to utilize YOUR money in the interim. My old company would delay deposits of our 401k money for a period of time and draw interest on that money. It was a large company so if you think about it, they had opportunity to collect a significant amount of interest before finally depositing OUR money in our accounts. To me, it is ridiculous for them to be withholding money from a transaction between two parties as long as they have no issue with us paying our fees as required by them.
