that button placement looks fine, and don't worry about accurate when it comes to inside or outside, there are many different ways. I think there was a thread here somewhere that showed pants with the button placement where of the 3 pairs of buttons, there was one button inside and one outside...

I would guess that the top pair of trousers are to be part of formal daywear ala a Morning Suit/Stroller (excuse me if I am grouping similar things together) much like this on the left Also I think it's interesting that the label is on the back of the jacket not around the interior breast...
