Amie, it's possible they mean some sort of grosgrain ribbon to stiffen/strengthen the waistband, if it is on the inside. Although I'm not sure as I have never come across that before, so don't take my word for it.

I am still in my teens, so my hair and scalp excrete a LOT of oil, which means I wash it about every other day. Any less than that and I look like I just went swimming. When I was a kid I (or my parents) washed it about once a week, so I am hoping I will be able to go back to that in a few years.
