Looking around the internet. This tag was used from 1934 until 1983. Nothing under the band. However the band is not leather, possibly backed with a thin layer of what used to be foam.
So 89 is out but still later. I still think 60 is too early. Tag says Straw panam
Found in an old tackle box at an estate sale. A Boker large Congress. Best I can date it is first or second decade of the 1900's. Not small but I like it quite a bit.

This is one of two I picked up at an estate sale. Looks like it was made in Argentina. Label is in Spanish. Maker looks like it could be TSABU but I could be wrong. Most Hats I find will never fit me due to my Small Noggin. This is a 6 3/4. A bit tight but it works.
