Can anyone identify this vintage smock?

Hi there. My apologies in advance if I am in the wrong part of the forum. But I have a condundrum I would love to solve and would be grateful for any help from more knowledgeable members of this site, which I have lurked in for several years.

For the best part of a decade I've owned the following hooded smock. It seems to be made of a tight cotton weave, almost like ripstop. When I bought it on eBay, I seem to recall being told that it was a navy or a submarine smock. It looks like at some stage it was drab olive or similar, but has been bleached by sun/repeated washing. There are no legible markings/tags, although there are some numbers printed in a way that indicates possible militaria. The fastenings are quite convoluted, as the pics show.

Does anyone here have an idea of what it is and whence it came? I love it to bits and use it when riding a 1950s vintage scooter. But I've always wondered what it's background was. Your kind help would be much appreciated. Many thanks.

It looks like a faded out WWII era US Navy Rain Poncho/Smock (or whatever they called it). I've seen them a hundred times, on ebay, in the past several years. I've just never seen one that is as faded.
