question re brim

I was thumbing through a book that has color photos of the 40s and 50s and lingered over a couple of photos of FDR and one of Churchill, reason being that in each photo the hat was your standard issue fedora, but both men wore the brim up in front rather than snapped down. Could anyone in the know comment on wearing the brim up like that? Was it an alternatively acceptable style or were these guys just trend buckers?

I always thought, when I was a kid, that the older guys, i.e., my grandfather and Uncle Charlie and, of course, presidents, wore their brims up; the young, cool guys wore theirs down.

Of course, now it seems to be the opposite.
