Pleated shorts? I don't know . . . I find pleated pants to pretty unflattering unless the guy in them is slim and tall they have a higher rise - then they're somewhat elegant.
It seems that on anything but the same build that pleated shorts only accentuate the unfortunate ballooning effect...

I've watching a film called "Whisper and Shout." Many teddyboys (or T.E.D.s) from the 80s often tucked their sweaters into their trousers with suspenders. Very stylized and hip looking.
Also in general I remember the 80s were a time where the New Romantic trend would often edge into tucked-in...

Sometimes I'll see young guys in vintage clothes with high-waisted pants and suspenders. I also think of Brando in "Streetcar."
With a decent physique—either slim or V-shaped—the right high-waisted trouser can look quite dashing.
Youth may be wasted on the young, but hey...
