Is an unlined Borsalino a modern design or is it of lesser quality and value than the lined models? Any info would be appreciated

They had them unlined back in the day, with a cloth logo in the crown. They also have modern unlined models. Some vintage ones may just have lost the liner over the years, as well.
So, lined/vs. unlined can't date a borsalino, though the logo, and the sweat band design and color can, within reason.

Summer weight felts and vented felts were often unlined, for obvious reasons. A liner tends to negate any effort to make something more comfortable to wear in the heat.
