If you order it and it comes via USPS, their UK carrier is Parcel Force. The Parcel Force driver will tell you, or leave a card if you are out, that you need to collect the package from their local (local to you) depot. Reason being, there's VAT to pay, and possibly import duty, if there's no import charge then you will pay VAT on £38.79, probably rounded up to forty pounds. That's eight quid VAT. Customs and Excise website explains that import duty is payable at two and a half percent on goods over £135. The cost of the carriage is deemed to be part of the purchase price.
At the checkout it comes up USPS close to $28.00 and that is the cheapest option. Just tried it again now.
Shipping is all over the place anymore. Sounds like this isn’t such a good deal when international shipping is factored in.

I paid $55 shipping a hat from the US, via USPS. At a guess I would say that $37.50 is the going rate. The charge seems like it's based on weight and, or, dimension. The hat box being that much larger.
It's deliberate. Successive governments of all political hues have a way of taxing that which they seek to discourage. But the good news is that The UK & The US may come to a trade agreement, which would benefit us all on both sides of the pond.
