I think this is for sewing the straw plait braid together. Not sure which type of edge to edge or overlap. My guess is overlap.

Is this guy using a Wilcox & Gibbs?

That is a Grossmann Dresdensia straw braid machine. The German copy of the American made Willcox & Gibbs 200 straw braid machine. Both very nice machines if you can find one.

I agree, JW is your best bet for equipment. If you have the money they have a warehouse full of stuff. Also, check with Tim at: purebeaverhatsupply.com He has listed some equipment from time to time.
