Hat stretchers on eBay

A lot of these hat stretchers have a size indicated on them, or in the listing, such as this one;

Is this the "starting" size? Would most expand to an 8 or so?

This is the kind you want to buy. This one looks like someone stripped away the finish. You can easily clean it up and refinish it. If it stays at this price, it is a steal.
