Highwayman with "extended" storm cuffs--what might cause this?

I was wondering what might cause the storm cuffs in an old Aero Hghwayman to extend beyond the leather sleeves like this? (This is a very battered Highwayman that's not mine!)

My HWM has the same cotton tartan lining, and it has started to sag when I put it on. I had to tuck them back in every time I put it on. It doesn't happen when I wear with T shirt, but with long sleeve shirt it happens. I don't have storm cuffs in mine.
This is my only jacket with the American style cuff, not sure if all are like this.
