Installing a wind string

I want to install a wind string/stampede string in a western felt hat.

Do I just punch the holes and feed the string (likely will use leather thong) through without using grommets.

It's a camp draft that I am westernizing that I will be doing this to.

I recently added a wind string to a vintage western hat... I stitched it in to the hat body underneath the bottom edge of the ribbon, tacking it in a couple of places and knotting the end of the cord so it couldn't pull through the stitches.
