Moth nibbles

I did a search, but can't seem to find information on how to "treat" the moth nibbles. Any help would be appreciated.

I am not sure how it is done but I seem to recall that some will take a pin and work the felt gently and gradually from the edge of the hole or divot into the center, Not sure if the felt needs to be wet to do this.
