Garrett, I'm guessing that's an English 7 1/8 - a US 7 1/4?

No, it was sold in Germany originally but it fits as USA 7 1/8 should.

That is an English 7-1/8, it may have contracted however. European hats don't use USA sizes except exported to USA hats.
I guess they couldn't read or measure. I would have bid myself[huh]
