Worn slick areas in a hat

I am cleaning a black 20 x cowboy hat. On the bottom it has slick areas that I can't sand out. Any ideas how to fix it?

Hard to say without pictures. Could it be the nap of the felt is worn off? Could you use a small wire brush to raise the nap gently?

I tried that . It wouldn’t raise up.
