It´s a plastic device to keep the front pinch / crease of the hat in shape. It was pretty common back in the "hat days" here in Germany.
You can still buy them from german hat shops though...

[I'm not a cat so maybe my curiosity won't kill me.....

Is it flexable plastic material or a hard plastic material?

It's pretty flexible it says on the device " hut form" so I guess its to keep the shape of a hat, especially the pinch

I have a Wegener that I bought new about 5 years ago that came with one of those things. Does the job of keeping the pinch in shape.

Its called a pinch protector. We used to give them out years ago. You could cut the piece to make it lower if needed. I think they are still made on Germany .

I see them in German hats from the 1960s and later. I am not sure anyone is still making them but some hat shops in Germany still have inventory.

I have a similar item in a stingy brim Stetson Milan. It's clear plastic and even has the Stetson logo on it, if memory serves.
