I'm curious if we can only sell clothing/hats, etc in classifieds?

Is there a minimum amount of time needed for a new member to post something? I have a friend whos been here 1 month and would like to post/make a new thread, but tells me he only is able to "reply" to a thread, not able to post his own. Is there a reason for this? Thanks in advance.
