Someone stuck some patches on it. It comes off.
The tear can be repaired and be closed up again.

A vintage leather enthusiast purchased this jacket at the Inspiration show this weekend, took the jacket two booths down, and had the jacket repaired. The wear and patina was exactly what he was looking for, and he proudly sported the beat up jacket the entire weekend!
