Nice clean vintage Stetson Open Road "25"in size 7 1/2. Wide brim is 2 7/8.
Color is silverbelly. No flaws or issues. Fur felt is soft and bashable , brim is flexible too.
Vintage ribbon choices that work really well are Burgundy, Green, Navy 1 3/8 wide.
Liner is in excellent condition. Leather sweatband is pliable. Fits like a 7 1/2 measures 8 1/4x6 3/4.

Yes it would be loose on a 23 1/4 head.
Not sure about your second qs. Re beaver content. The Felt has a nice hand to it and not stiff .
