"The Spanish Earth" on TCM

TCM or local cable snafu?

I was excited to check my recording of the Spanish Earth today...until I played it and saw that the first 17 or so minutes of what should have been the documentary were a frozen image of Gene Kelly from one of TCM's bumpers! (a bumper is a short CM like insert that stations place between programs).
UGH! Did anyone in other parts of the U.S. see this problem or is this a local digital cable muck-up? The second program that I recorded 1932's "The Lost Squadron" came out fine although I suppose I'll have to hunt down a used copy of Spanish Earth...
