Yes, ‘irregular’ as in members who been registered for over two years but whose contributions to date have only or mainly been in the Classifieds when they want to sell items.
Perhaps ‘non-contributing’ might have been a better word to use.

I know it runs to 11 pages but a read through the thread at the top of Classifieds forum might give some backstory behind the minor conditions needed to be met for selling in the forum.
