I do a mix of lukewarm water, soda ash (aka washing soda), and hydrogen peroxide. I've actually read that this is all oxiclean is, and it's really cheap. It works unbelievably well!

Just to add another data point, I am normally a 34D in modern bras. I have a vintage longline bullet bra (deadstock peach satin!) in a 34C and it fits perfectly. Any larger and I'd need pads, I think.
