1. Yes you can add some mild detergent such as Woolite or baby shampoo. Do not hang to dry, lay flat on some towels.
2. I have seen waxed suede shoes - look cool. I think I also saw some guy waxed a suede jacket on reddit. It can look interesting, it will no longer look like suede though.

Any custom order from 5* and you are in the price territory of a used excellent jacket like Johnson Leathers. Check ebay for them if you csn consider used...
If only inner lining torn then a red label Cal for 399/offer is a good deal.
Edit - yeah, it's lining ripped where it attaches to leather and around the snap. My old Cal has the same thing and it is totally wearable as-is. The appearance of thickness in the pic fooled me.
