I love the direction this discussion has taken. I didn't mean to go on a rant. I think we all have a gone long way in understanding why people dress the way they do. I do have to say that I have tend to follow my own interests when it comes to style, not the standards of any particular group. The things that I appreciate the most in clothing are: quality and craftsmanship, functionality, durability, cost effectiveness, naturalness, and last but not least, sexiness (for the ladies of course). From that, throw me in any category you want.

The question is can one in general have a decent chance of predicting a person's outlook on life, value systems and behavior based on their clothing along with their projection of self image?

I'd have to say that in some areas, if you are aware of the common cultures, sub groups and things such as musical genres associated with the dress you can probably get fairly close. We all have some degree of an ability to read body language and another persons eyes. People that play poker look for what are called
"tells" to read their opponenet and places like the FBI have specialists that can read people.

It is not 100% accurate for all things but sometimes our clothes are used as a uniform and a billboard to claim kinship to ideas. (I am reminded of the t-shirt that has the image of a full torso Che Guevarra wearing the ubiquitous Che Guevarra t-shirt.)
