From what I can tell, the ends of the brim start to flare up some which is a tad different than an outback style brim but not a pencil curl. Underwelt & Overwelt are the ends of the brim rolled under or over & sewn to give double thickness & structure to the brim. Sometimes, wire it sewn in there to help hold shapes. JMHO
