Yes, but it looks exaggerated with him as he obviously has very wide shoulders and the way he is positioned is holding the hem of the jacket against his body.

For most people the shoulder seams fall past the shoulder on to the arm (the size 40 has a 19" shoulder measurement, where an 18" one would align the seam with the shoulder), with him it aligns.

If you are slim and fit them smaller (so the jacket buttons up tightly, no room for layering), then you'll get a good taper look going.
