I think really the only way to go is have a set dress code or even a uniform. My high school had the same problem as the one in the article; their dress code existed only in the negative. You knew what you couldn't wear and also knew that this list was always subject to the arbitrary whim of anyone in charge.

It is much better to have a set list of acceptable things to wear or a uniform. Then you have no problems with kids trying to test the boundaries or being arbitrarily punished for wearing things.

Actually, back in the 80s, there was a fashion designer, StephenSprouse, who was doing hi end Dayglo color camoflage silkscreens. I recall there was a RollingStoneCover of DebbieHarry wearing one of his creations.
But dat was da 80s.
Sprouse died a year or two ago.
