Hmmm.... Maybe someone used a stretcher on the lid? With vintage hats...well, you never really know. Some may have shrunken (and tapered) over the decades while others may have been stretched.
I have had one Dobbs fedora purchased within the last two years so my experience with their hats is very limited. However, it was pretty darn close to the coveted "true to size", IMO. It was a 7 3/8ths and it fit like one.
Modern Dobbs, like modern Stetsons, are said to run a bit large. I'm right between a 58 cm (7 1/4) and a 59 cm (7 3/8), usually using a bit of padding on a 7 3/8. But when trying on a Dobbs telescope milan straw this weekend, I found that the 7 3/8 was ridiculously big on me...and the 7 1/4 was too large, too. The 7 1/8 fit snugly, and if I was sure there would be no shrinkage, could have gone with it...but I chose the 7 1/4 with a little padding instead. So, if you're buying modern, keep that in mind.
