Very nice video, Steve. You're right, it's in (some kind of) German. It's been about 30-40 years since I was in Austria, so I'll have to watch the video a couple of times to get the whole dialog. The narrator is easily understood, but the hatter's South Austrian mountain dialect is a lot harder to parse. As a child I camped a lot with my family in Austria during summer hollidays. It's wonderful to hear the language again, but it sure takes some work to understand it all

Seitens des Vereins deutscher Hutfabrikanten sind nun folgende Stückzölle beantragt worden: Garnirte für Knaben und Herren per Stück 1 M ungarnirte do 75 Pf, Stumpen 50 Pf, Garnirte Wollfilzhüte für Herren und Knaben per Stück 50 Pf, ungarnirte do 35 Pf, Stumpen 20 Pf.

Ein Stückzoll von vielleicht 50 Pf für Haarhüte, garnirt und ungarnirt, von 25 Pf für Wollfilzhüte, von 10 Pf für Stumpen lässt sich allerhöchstens rechtfertigen.

Absatz nach Russland Finland
Was den auswärtigen Absatz anlangt, so scheidet in Europa Russland wegen zu hohen Schutzzolles aus; die statistisch angegebene Ausfuhr geht fast vollständig nach Finland. Die Herabsetzung des russischen Zolls von 1.20 Rbl Gold auf 0.75 Rbl pro Stück war gänzlich werthlos, da der deutsche Wollhut pro Dutzend 20-24 M kostet und in Russland gleichwerthige Hüte eigener Fabrikation mit 32-42 M werden; bei Herabsetzung des russischen Zolls auf die Hälfte würde allenfalls Wettbewerb aufzunehmen sein.

Österreich Ungarn
Österreich Ungarn verkauft uns bessere Haar und Wollhüte, wir ihm und billige, sowie Hutstumpen. Österreich hat eine alte, hochausgebildete mit fleißigen, intelligenten und trotzdem billigen Arbeitskräften. Der deutsche beschränkt sich auf Ober Österreich, Salzburg und Tirol, wo die deutsche überwiegt und der bayrische Geschmack Einfluss ausübt. Eine Zollherabsetzung Wollfilzhüte wäre erwünscht.

Italien
Italien hat vor Österreich den Vortheil noch billigerer, anspruchsloser Arbeitskräfte voraus und hat in weichen Filzhüten billigen Genres da, wo es nur auf Billigkeit ankommt, das Geschäft vollständig an sich gerissen und außer Deutschland auch Österreich und England verdrängt; für die Einfuhr nach Deutschland kommt es an dritter Stelle; wir selbst haben keinen Hutexport nach Italien, da wir nicht billig liefern können, um gegenüber dem fast 5 M pro Dutzend betragenden Eingangszoll mit dem dortigen Fabrikat konkurriren zu können.

Dänemark Schweden Norwegen
Nach Dänemark wird hauptsächlich durch Hamburger Grossisten exportirt; es kauft beträchtliche Mengen deutscher, italienischer und englischer Hüte. Nach Schweden und Norwegen vollzieht sich der Export in gleicher Weise, doch ist derselbe seit dem Entstehen eigener Fabriken und den bedeutenden vorgenommenen Zollerhöhungen wesentlich zurückgegangen; eine erhebliche Herabsetzung der dortigen Zölle ist dringend erwünscht. Damenhutstumpen werden von den Strohhutfabriken meist direkt aus Deutschland bezogen.

Frankreich Großbritannien Niederlande
Frankreich hat eine zu große eigene Fabrikation, als dass sich eine nennenswerthe Ausfuhr dorthin ermöglichen ließe. Großbritannien hat eine sehr bedeutende vorgeschrittene Hutfabrikation sodass wir in Herrenhüten dort kein größeres Geschäft machen können, es im Gegen theil in ziemlich bedeutendem Maß nach Deutschland exportirt. In England dominirt der steife Hut, und wird der weiche Hut eigentlich nur als Reisehut benutzt, was auch ein Grund des fehlenden Absatzes deutscher Hüte daselbst ist. Dagegen gehen deutsche Damenhutstumpen in ziemlicher Menge nach England, da dieselben den dortigen Stroh und Damenhutfabrikanten unentbehrlich sind. Die Niederlande haben keine eigene Fabrikation und treten hier alle Hutexport länder in Wettbewerb. Wenn es auch sehr auf Billigkeit ankommt so hat die deutsche Ware mehr und mehr gegenüber der englischen Eingang gefunden.

Rumänien Schweiz
In Rumänien zahlen Bauernhüte 150 Frcs, andere Filzhüte 600 Frcs. Zoll 100 kg Nach Abschluss des Handelsvertrages stellte sich ein sehr lebhafter dorthin ein. Die Kreditverhältnisse der dortigen Hutimporteure bezw sowie der Rechtsschutz der Gläubiger ließen aber so viel zu wünschen, dass man Export bald einstellte; zur Zeit ist er ganz ohne Bedeutung. Schweiz Die 20% ige Zollermäßigung ebenso wie der Zollkrieg mit hat sich für den deutschen Huthandel als recht vortheilhaft erwiesen; die Kundschaft ist schwer zu gewinnen, bleibt aber, einmal gewonnen auch treu. Der Verkehr nach außereuropäischen Ländern vollzieht sich nicht direkt von den Fabriken, sondern durch Vermittelung europäischer Exporthäuser.

Argentinien Brasilien Chile Columlien Ecuador Mexiko Peru
Argentinien, das einen Werthzoll von 50% hat, war früher für den deutschen Hutexport von Bedeutung; seit aber daselbst von eingewanderten (von Italienern eigene Fabrikation) betrieben wird und die billige italienische Ware sich Eingang verschafft hat, hat der Absatz fast ganz aufgehört. In Brasilien liegen die Verhältnisse ganz ähnlich der; Eingangszoll beträgt z Zt 60% vom Werth; die Einfuhr deutscher Hüte beschränkt sich auf bessere Ware; die billigen Massenartikel hefern soweit sie nicht im Lande selbst werden England und Italien. Chile. Zoll 35% vom Werth Neben besserer deutscher Ware wird billige englische und österreichische bezogen. Unser Absatz ist stark rückgängig. Columbien. Bruttogewichtszoll ca 750 M für 100 kg. Bis vor Jahren wurde deutsche Ware bevorzugt; jetzt überwiegt die geringere italienische. Ecuador 4 M Zoll pro Stück; auch hier hat Italien die deutsche großentheils verdrängt. Mexiko Zoll 2 4 M pro Stück. Einfuhr durch Produktion verdrängt. Peru 40% Werthzoll + 8% des Werthzolls an Zoll. Billige Ware verdrängt mehr und mehr die deutsche.

Philippinen Britische Kolonien Indien Japan
Die Philippinen waren früher ein bedeutendes Absatzgebiet für deutsche Hüte Zoll ca 1.80 M für garnirte, 1.55 M für ungarnirte Filzhüte. Die eigene Fabrikation ist so entwickelt, dass die Einfuhr unbedeutend geworden ist. Bevorzugt werden spanische und italienische Hüte. Die Britischen Kolonien werden von England versorgt, das mit billiger auch den Markt in China beherrscht. Niederländisch-Indien bevorzugt wie das Mutterland deutsche Hüte. Japan hat eigene Fabrikation und bevorzugt im Übrigen englische Hüte.

Exportaussichten
Im Ganzen sind demnach die Exportaussichten der deutschen Hutindustrie günstigen; es wird außerordentlicher Anstrengungen bedürfen um auch nur Theil des verlorenen Absatzgebietes wieder zu gewinnen; jede Vertheuerung der Produktion durch Materialzölle, jede Verschärfung der gegenseitigen Absperrung ihn zum völligen Erliegen bringen.
