It might be because someone sharing your IP address has already voted. (Maybe a spouse or coworker? Not sure where you're logged in from.) Try visiting this page from another computer--that is, a computer that uses a different server--and see if it lets you sign in and vote. (Oh, that's the other thing--you've got to be logged in.)
