Looks tiny, without an object for scale it looks like doll clothes. Probably 40s or 30s, and all but certainly a maker that no longer exists and probably not one of the big well known ones. I feel like it could be of European origin.

I'm fairly certain. Jackets like these were all the rage during the 80's with a lot of small tailoring shops making them. It's lovely, though.
